Vintage Punisher action figure from the Marvel Super Heroes line by Toy Biz.
This figure remains attached to the original card, but the bubble has fully separated due to glue failure.

Bubble is lifting / fully detached
Not fully sealed (see photos)
Internal dust/spotting visible inside bubble
Card shows wear, edge damage, and discoloration
Figure appears unused and still secured inside
